at new york state's law, it's a concealed to carry license which means you're not supposed to let anyone know you actually have a gun on your person, and if you do or it's brandishing, unless you absolutely need deadly physical force, you could lose your license through revocation. what the paper just did is do the opposite of what the law tells the pistol licensee to do and now everybody knows where they are and put a lot of families in danger by doing so. >> on the other hand, this is public information. it can be gotten by anyone who goes through the trouble. the paper i guess made it easier. >> they did, made it quite easier. i believe our forefathers when they wrote that in early 1900s here in new york state they weren't counting on google earth to actually come into play with that. the list can be published, but not in such a manner. 40% of that list is retired law enforcement. i actually saw some women who i knew that have order of protections from their spouses and they were really beaten pretty badly and now their lives are in danger because they printed their names. that and la

is adamant new gun laws are not the answer to stemming violence, down slightly from a year ago. on the other hand, a poll by "the washington post" and abc shows 52% of americans favor banning semiautomatic weapons, 59% support banning high-capacity clips. this shows a lack of judgment by the newspaper, and i think that we should not be stigmatizing every law-abiding gun owner out there and i think particularly after newtown, let's engage in a conversation about sensible policies that going owners, including probably many of these people whose names were printed in the paper and most americans agree on, like background checks for all gun sales and getting military style assault weapons off the streets and other sensible policies. >> the interesting thing about this, apparently these gun permits are for handguns only because you can't find out who owns let's say a semiautomatic assault rifle. those things aren't made public. why is that? >> well, that is a serious problem, the gun lobby has exerted its pressure to keep a lot of very important crime gun data secret, for example, there are restrictions which now prevent us from finding out which gun dealers supply most crimin criminals. gun lobbyists shut it down with friends in congress which protects corrupt gun dealers. most law-abiding gun dealers would like to expose the bad ones. >> so

is considered a payback of sorts for an american law that was passed two weeks ago. that law puts financial restrictions on russians accused of human rights violations, bans them from also traveling to the united states. i want to bring in our matthew chance from london. and matthew, of course, you were a correspondent in moscow for a very long time here. it seems at least there's a split. you've got russia's foreign minister who actually criticized putin before he signed this ban. so what is going on here? is this a power play? and is this something that is actually going to take effect? >> i mean, you're right. there has been a very rare split in the russian political elite about this issue. there's been some criticism that was leaked to the press in russia about how some officials including the foreign minister concerned about what the impact this may have. also an opposition newspaper in russia has issued a petition, saying the law should not been enacted. that's had more than 100,000 signatures. obviously, it's something that divides russian society. but make no mistake, it is a power
